Motion is not progress
Standups report motion. Dashboards report tickets moved. Roadmaps report intent. None of those prove that the system produced finished outcomes the business can plan around.
When technology and delivery leaders lose trust in dates, they often add people, tools, or ceremonies. Throughput sometimes drops further — because the leak was never headcount. It was waits, thrash, and decisions that never stick.
A useful starting question: Where does a single piece of work spend most of its life — in progress, or waiting? If you can’t answer, you’re managing performance theater, not flow.

Five places delivery value leaks
- Waits & queues — handoffs, approvals, and blocked dependencies eat calendar time while people look “busy.”
- Priority thrash — starting many things to please stakeholders finishes few things for customers.
- Decision delay — work starts before the decision, then gets reworked when the decision finally arrives.
- Excess WIP — parallel commitments raise coordination cost and hide the real constraint.
- Strategy–execution gap — priorities are clear in the deck and contested every sprint.

- The system under review (team, program, or portfolio — named)
- Top leaks, ranked by impact on finished outcomes
- Evidence or signals used (not opinions alone)
- What to fix first — and what deliberately waits
- What “better” looks like in 30–90 days
- What’s out of scope (so Fix isn’t smuggled into Find)
